0191 numbers belong to the set of ‘local’ numbers which start in 01 or 02 area codes. Specifically 0191 numbers are registered by default to people and business landlines in the Newcastle, Durham and Sunderland areas in North-East England. Charges are usually applied to 0191 numbers but if EE has given you inclusive minutes to use on your pay as you go or monthly tariff then you can use these instead of paying a charge.
