National 0330 numbers are not free to call from O2 phones regardless of which payment plan you are on, furthermore they are not free to call from any network operator as legislated by Ofcom.
However you can effectively phone 0330 numbers for free if you have inclusive minutes remaining on your O2 tariff or rewards bundle as these can be used up on these helplines.
Cost of calling 0330 numbers from an O2 phone
Under the current regulations outlined by Ofcom in July 2015 national 0330 numbers are not free to call from any network operator, indeed the only phone numbers you can truly call for free are 0800 and 0808 freephone helplines. Therefore unless you have the aforementioned inclusive minutes on your tariff you will pay O2 a per minute rate alongside a per-call access fee to connect the call, the current breakdown of these costs is as follows:
