National UK phone numbers starting with 03 prefixes are not free to call on any mobile or landline network unless you have inclusive minutes remaining on your balance, otherwise you will pay standard local rates.
Standard call charges for 03 numbers
Calling 03 numbers on UK landline and mobile networks is free only if you have inclusive minutes remaining on your tariff, even then you will lose these minutes from your balance unlike calling 0800 and 0808 freephone numbers where you retain them. If you do not have inclusive minutes on your tariff you will be obliged to pay an access charge followed by a per-minute rate as stipulated by your provider.
